All four can be used without a separate primer on properly prepared steel and concrete. Epoxy can yellow in sunlight. Urethane can be used indoors as well as outdoors.
Why use epoxy and urethane together?
Each can work as a standalone coating. An epoxy layer can provide film build and chemical resistance while a compatible urethane finish provides color retention in sunlight. The combination is an option based on the job.
